- Rouge Victoria Lip Set includes every essential for Victoria’s makeup artist-developed classic red lipstick look: Step 1: Prep lips with light exfoliation and apply a small amount of Posh Balm in Glacé. Let Posh Balm absorb and blot off any excess. Step 2: Outline both the top and bottom lips with Lip Definer. Step 3: Apply Rouge Victoria to lips straight from the bullet in smooth gliding swipes to build up color and coverage. For added precision, use the Detailed Lip Brush. Step 4: Gently blot off excess with a tissue as needed for desired look or between layers of Rouge Victoria for even more resilient wear.
